I always thought Manhunter and The Shadow should've teamed-up (DC's Shadow by O'Neil and Kaluta was running simultaneously.), but the climactic meeting of Paul Kirk and The Batman was equally-satisfying. Linking him to the '40s Simon-Kirby version added an instant Roy Thomas-esque "history" to the character.
And from what I've read the Golden Age Paul Kirk connection came somewhat late in the process. It seems so central to what makes the character click, that I cannot see how they were going a different way, but that's what Simonson says about it.
