My thought is that The Shadow isn't "dramatic" or prominent enough (which he certainly is on the Robbins cover)! It'a also possible that it arrived after the printer's deadline. Kaluta, while incredibly-talented, wasn't the fastest artist around. Robbins, on the other hand, was like Jack Kirby, able to produce quality work on tight deadlines.
